Title: How can i use DFL-860 like a proxy for my vpn clients

i need use proxy in internet explorer for vpn clients because they come from other network
is posible to configure a port 8080 or similar for my clients
for example routerip:8080

You can forward them to an existing proxy, or apply an ALG that will filter particular URLs, but the DFL itself does not operate as a proxy server.

if we have 3 branch offices with vpn to central office where there is a dfl-860 and we want to control the internet for this branch office and central office form the dfl-860 what is the solution?

What kind of VPN you use to connect offices?

Like fatman says, Once you have branch offices navigating thorough INTERNET connection of central office, you have to setup a http rule specific for each group of users, then  you have to apply policies by setting up an independent ALG for each rule.
