Hi All,
I need to block web site , proxies  and messengers  by DFL  260  also i need to assign quota for users.

Use HTTP ALG with blacklisting function. With it you can deny users access some websites by URL (including proxies).
But, you can't make quotas only by DFL because it can't account traffic by itself.
