Title: Difference Between "Special Applications" and "Gaming" Port Rules

Does opening ports in "Special Applications" effect all IP addresses while "Gaming" is only for a specific IP?

A related question: why does a custom GameFuel setting require a remote IP range?  What's the best way to configure that if you don't know the remote range?
