Title: SIP ALG

I read the manual on the SIP ALG setting which suggests that this setting "Allows devices and applications using VoIP (Voice over IP) to communicate across NAT."  Is a similar ALG possible in firmware which would allow VPN to communicate across NAT?

Yes, they're labeled PPTP and IPSec.

But do they communicate over NAT like the description for the SIP ALG states?

SIP is a different standard, but the general concept is the same for all Application Layer Gateways -- undo the damage caused by NAT traversal.
