Have you set up a static reserved IP address for the deviced you want to block a web site on?
Have you set up a schedule to for dates and times for this blocking?
Then you should be able to use the filters to block sites.

Make sure DNS Relay is enabled or any site blocking rules won't work.

You also may have to mess with the rules a bit too,  I remember in the that if you wanted to block http://www.google.com that you just put google in the rule.  I may be mistaken about the exact forming of the rule as its been a while.

Make and activate at least one valid policy. Enter websites thusly:
Do NOT enter URL's that you want to block.  Only the key words, for instance:
Google-analytics
Goggle
redirect
free
bargain
adult
click
advertise
spy
promotion
tracker
traffic
adserve

DNS RELAY must be checked.
