ISP is Comcast. The routers hardware version is A4 with firmware v.1.33NA. The upload speed used to be above 4Mbps but recently it has gone down to below 1Mbps. It comes back to above 4Mbps if the router is bypassed or the PC is directly connected to the modem.
If I on/off power cycle the router, the speed comes back but only for short period. I tried a new DIR655 of hardware v.B1 with firmware v.2.00 but exact same problem was noticed. I tried my old spare router of Linksys WRT54G and no such problem was noticed.
Is there any remedy for this problem?

Hi churin,
Turn on the QOS Engine.
Check everything and use No Rules.
If the Measured Uplink Speed is known to be incorrect (that is, it produces suboptimal performance), disable Automatic Uplink Speed and enter the Manual Uplink Speed. Some experimentation and performance measurement may be required to converge on the optimal value.
I always had the QOS Engine on. No problems here.
By the way, if you were to reused DIR-655 B1, there is a Firmware Upgrade to 2.01NA.

I am using the default setting and the QoS being turned on is part of it.
Please note that I used the router for more than two years and had no such problem until recently.
I initially suspected the ISP but my experiment indicates otherwise. I got another router of the same model but it exhibits the exact same problem. It is very puzzling. The spare router of Linksys WRT54G is more than ten years old, yet does not cause such problem.

I had a simular issue and I made a post about it but I have learned some more stuff since then.
Bypass your router and hook directly to the modem.
Upload a large file such as a bunch of pictures to shutterfly or something or a movie to youtube. Just something that does alot of upload bandwidth.
while your uploading run a continuous ping to google or something and also do a bandwidth test.
I am currently having an issue where everything is fine until you upload and it brings the network to a halt.
This would also explain why when i reboot my router it does an uplink test which would also fail in that senerio also throttling my upload and then downloads because of the QOS engine.
I am with mediacom and i wouldnt think this issue would be across ISPs but maybe theres a larger issue out there.

Do you have download speed issue as well as upload? My problem is only upload speed.

As stated in my original poste, if the power is off/on cycled, the upload speed comes back to normal speed but for only a short while.

the dir-655 has an uplink test that determines what speed it can upload. your wrt54g does not have this test.
if there is an upload issue with your ISP then it will cause the issue your having with your 655.
to test it, bypass your router,run a continual ping to someplace like google then upload a large file and do a bandwidth test. under normal circumstances this should not produce anything unordinary.
if your ping times jump to 500ms and your upload bandwidth drops way down, then its a problem with your ISPs upload link.
I am currently having this issue with my ISP and I had very simular symptoms that your describing.
If you are having an issue with your upload with your ISP you can still use your DIR-655 but will need to disable your QoS engine.
But it is still an issue you will want to address with your ISP.

Let me ask a simple question: Why can't we use test results at speedtest.net or speedmatters.org to determine what is causing the problem? With the DIR655 router by-passed, there is no slow-down or abnormally high lantency. On top of this, I found a router as mentioned in my former post which does not cause this problem when tested under the same conditions.

Try to change the ethernet cables to UTP6 that will solve the problem normally

I would presume that there might a configuration issue possibly.
I would start over with a factory reset of the router,
Turn off ALL QoS options.
Turn off Advanced DNS Services.
Turn off ALL Devices accept for one PC.
Setup Reserved (Static) IP addresses for one PC to test.
Enable DNS Relay.
Use ISP DNS to test with first under Setup.Internet.Manual.
Turn off WiFI in mean time while testing.
Ensure all cabling is good and Cat5e or Cat6. Shortest is preferred between ISP Modem and router.
Test with speedtest and see what you get.
I would also recommend taking the router to a friends house or neighbors and see if this issue follows.

I know what your saying but in my case the issue with my ISP's uplink port does not show itself with a simple bandwidth test.
My test is perfectly normal when i do a bandwidth test. It doesnt show itself until I upload a large file and only then does the bandwidth test show you what is happening.
And i was finally able to get through to my ISP yesterday and they did confirm that they have had a known issue with thier uplink port that they are working on fixing.
