why my DAP-1360 setup page cannot open

What sort of error message that you received?  Ensure that your laptop's TCP/IP settings are in the same LAN subnet as the default DAP-1360 device.

ie. IP: 192.168.1.5x (where x = 1 to 9)
Subnet Mask:  255.255.255.0
GW:  192.168.1.50 (which is the DAP-1360's default IP)
