I'm not sure exactly how to block an IP. I tried the way I thought would block it in the Inbound Filter but it didn't seem to work.
How is this done?

Is this a know IP address on the WAN side or LAN side? I presume WAN.
What FW is currently loaded?

Does Web Filter work?
Also Inbound Filters can be used for limiting access to a server on your network to a system or group of systems. Filter rules can be used with Virtual Server, Port Forwarding, or Remote Administration features. So you might need to use one of these in conjunction with Inbound Filter.

How it works is, when I connect to a game server, this connection is UDP outgoing to check the NAT status on my router

your asking how is UDP going to check for this?

It is not a site I connect to or anyone else connects to in my house. I think it's an automated thing in UT3. I don't know why it checks the NAT status. I've seen so it in the UT3 log. I've seen it in the Router's 'Internet Sessions' - all I wanna do is block that connection from the particular ip from a computer on my LAN. The IP is WAN side. It's IP address is some college.

Try Web Filter.
I think I used it once before however I haven't since I stopped using PowerDesk a few years ago. One of there applications was sending data when it shouldn't have been. This is outbound traffic so I don't think Inbound Filter will work for this.
One thing you could do as well if Web Filter doesn't work, Try installing a 3rd party Firewall on the PC. Set up the FW for open everything accept for this one app.

You know what. As soon as you said this, I was diggin around a little more and figured that was it :)
Can the address be blocked by the number e.g. 132.177.123.14 ?

I think so, if not, try http://IP address.
