Title: Cannot Remote Administer Via WAN

I've seen a few other posts on this subject with no resolution that I could find, so I figure I would ask about it again.
My Dlink DIR-655 is setup to allow remote administration through the WAN IP port 8080 - I can ping the outside IP address from offsite, but I can not connect a browser.
What is the resolution to this?

What Hardware version is your router? Look at sticker under router.

What region are you located?

What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?

When trying to connect from a remote out side WAN site, use the following:
http://##.###.###.###:8080
The IP address needs to be a public IP address the router gets from the ISP modem.
