after some google searching i found a link to this thread http://forums.dlink.com/index.php?topic=38665.0 and from there i went to this thread http://forums.dlink.com/index.php?topic=42011.0
the jist was that i cant forward ports on 2 pcs on my network and have them 'open' in call of duty at the same time
i had to setup qos engine in order for both to work
i followed all the steps in the 2nd link (reserving ips for the 2 pcs in the routers settings / making sure appropriate check boxes were marked / entering everything needed as a qos rule)
when i go into call of duty on either machine NAT still shows up as moderate
any tips? help? arrgh

What Hardware version is your router? Look at sticker under router.

What region are you located?
What ISP Service do you have? Cable or DSL?
What ISP Modem make and model do you have?
If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.
Double NAT (http://www.practicallynetworked.com/networking/fixing_double_nat.htm)
To tell if the modem is bridged or not, look at the routers web page, Status/Device Info/Wan Section, if there is a 192.168.0.# address in the WAN IP address field, then the modem is not bridged.
If the modem can't be bridged then see if the modem has a DMZ option and input the IP address the router gets from the modem and put that into the modems DMZ.
Check ISP MTU requirements, Cable is usually 1500, DSL is around 1492 down to 1472. Call the ISP and ask.

f/w ver is 1.32na
Region? southeastern wisconsin usa
isp - time warner cable
model sb6580
it does have a built in router and this was disabled by putting it into bridge mode (ip address under the wan section is not a local address)
im not sure of the isp mtu number, never had to mess with that before
do you think its necessary to call to confirm it?

Thats a cable modem so it should be good.
For multiple gaming PCs or devices, do not use PF, follow the xbox rules and set up the QoS rules for the Multi-Xbox Global example listed in the sticky. The one that has the ports 0 and 65535 for both Local and Remote Ports
Turn off all anti virus and firewall programs on PC while testing. 3rd party firewalls are not generally needed when using routers as they are effective on blocking malicious inbound traffic.

192.168.0.197 is pc #1 and 199 is pc #2

just as an additional piece of information, pc #1 is connected via wifi
dont know if any additional setup is required to get it to work properly

Ya that should get you NAT=open.
Did you restart the PCs and disable all firewalls?

just turned off windows firewall and rebooted my pc to make sure that wasnt the issue
still says nat-moderate in cod
also im not sure if this is relevent but in the past when i would port forward for just one pc the nat would change to open
no issues till i needed to use a 2nd pc :/

You sure you are getting a Public IP address ON the 655?
DNS should be ISP DNS as well for now.
NAT settings under Adv/Firewall is EndPoint Independent?
You should be getting OPEN NAT on both PCs.

it appears that firewall option was what was holding this all back
set both to endpoint independent and now its showing open on both pcs

i just re-read the sticky post that contained all the information on this and saw a note about setting it to endpoint independent
i remember reading thru the thread a few times just double checking that i did everything correctly
i think i didnt properly save the settings when i was going thru the router and changingin things
