Just bought a DIR-655 HW:B1 FW:2.04NA and upgraded it to 2.10NA (factory reset before and after). After configuring it I noticed a couple of things, but the one that has me stumped right now is the time.
The router time settings are configured as follows:
Time Zone: (GMT-05:00) Eastern Time (US/Canada)
Enable Daylight Savings: Ticked
Daylight Savings Offset: +1:00
Month Week Day of Week Time
DST Start: Mar 2nd Sun 2:00 am
DST End: Nov 1st Sun 2:00 am
Enable NTP Server : Ticked
NTP Server Used : ntp1.dlink.com
The Current Router Time set one hour ahead of the actual local time. When I untick Enable Daylight Savings, the time is set correctly. Using a different NTP servers makes no difference. However, if DST Start is change to the 3rd week of March (i.e., the default), the time is set correctly. It'll be interesting to see what happens in 8 hours (with it set to the 2nd week of March). Anyone else have this problem?
BTW, my other DIR-655 (HW:A4 FW:1.35NA) does not have this problem.

Just checked my other DIR-655 (HW:A4 FW:1.35NA), and it DOES have the same problem.
It also occurred to me that I'm probably misinterpreting what "week" means. It appears you have to look at a calendar, with the days laid out Sunday to Saturday, to get this right.

I think we went through this last year too, DST was messed up.

I tried changing the offset. The time was out by whatever offset I specified.
BTW, with Week set to 3rd, the time changed correctly at 2:00 am (local time) this morning.
The bottom line is that Week doesn't mean the 1st, 2nd, 3rd, etc., occurrence of the specified week day in the specified month. It means the 1st, 2nd, 3rd, etc., Sunday to Saturday period in which the specified week day occurs in the specified month. For example, if the 1st day of the month were a Saturday, the very next day (i.e., the 1st Sunday of the month) falls in the 2nd week. You can understand my initial confusion/reaction.

I think its more of a issue with where the dlink ntp servers are located. I just rechecked the DST checkbox and everything is perfect time wise. The different time zones and when DST hits can make the time off if you in a time zone before DST kicks in on the ntp server.

I would have thought that the time server was simply sending out Greenwich Mean Time (GMT), and that the server's Time Zone or offset due to Daylight Savings Time (if any) would even come into play.
Just noticed that regardless of the Enable Daylight Saving setting, the time displayed on the Status / Device Info page and the Logs is Eastern Standard Time.

FWIW, running HW A2, FW 1.11 here. In PST/PDT timezone.
Set DST settings to March, 2nd, Sunday, 2am and November, 1st, Sunday, 2am with offset of +1hr
Noticed that set to either March 2nd Sunday or 3rd Sunday, that the time on the TIME page was showing the correct (PDT) time. However, setting the 2nd Sunday, the time on the router status time is correct.
Setting to the 3rd Sunday, the time on the router status page is back 1 hr, like before the time change.
Based on the help file from D-link on the router, it appears that the setting should be March, 2nd, Sunday, 2am. This matches the d-link example in the help file, and seems to be working for me, as NIST.GOV describes the date as "The second Sunday in March", not the "Sunday that occurs in the 2nd full week" or anything like that.
Do you have any schedule rules that can confirm how the router is working? I don't.

When changing between the 2nd and 3nd Sunday, I get the same result (for my time zone).
I don't have any schedule rules, and have tried to think of one that I could use for testing purposes, but haven't been able to come up with one that I can do locally. However, I think I have one I can try the next time I'm on the road. Will keep you posted.
It appears that date and time are calculated separately for the Status / Device Info page and the Logs, and the programmer(s) responsible for this part of the firmware knew what they were doing. I suspect that the date and time on both pages will become the same after 2:00 am next Sunday.
Looks like this is a long-standing bug present in various hardware and firmware revisions. My next question is how do we report this to D-Link so that it gets fixed in the next firmware update?

I recommend that you phone contact DLink support. Ask for level 2 or higher tier support.
