Title: Help with router and slow download speeds

Hey guys, I've been having some problems with the download speed of my internet. I'm getting about half of what I should be getting while my upload speed is perfectly fine. This started happening within the last month I believe.
I've contacted my ISP and a tech has been out a few times, replaced some cabling and my modem. Download speed is still around half of what I should be getting but it no longer drops to unusable speeds.
However when I download a game from Steam my internet is super slow. No web pages will load. Devices connected to Wifi will disconnect. When this happens I noticed the blue Wifi and globe symbol will blink extremely slowly. If I pause the download everything speeds back up yet when I unpause it's unusable again.
So this leads me to believe that my DIR-655 might be the problem. What do you guys think? Is it my router?
My 2 year extended warranty expires in about 2 weeks.

Some things to try: - Log into the routers web page at 192.168.0.1. Use IE, Opera or FF to manage the router.
