Title: Does have DIR-865L VPN server?

Hi,

Can somebody let me know if DIR-865L have built-in VPN server, so I'll be able to connect to router from outside and it will be possible to use local network resources.

No, all VPN is passive and any VPN traffic will just pass thru the router. If any active ports are needed for any VPN, Virtual Server can be used to help forward traffic to specific ports if VPN ports are needed. You'll need to refer to the VPN Mfr or provider for help and information if needed.
