Title: new router traffic control is not working

Hello I've successfully configured the traffic control I'll try to add images later so you guys can understand.

this is my setup

I check the enable traffic control checkbox
I have inputs on key in download bandwidth and upload

I input my desktop ip address on traffic rules/guaranteed minimum bandwidth/700kbps/always

I tried to stream youtube on the other devices but my latency still high.
I want to get less than 100 latency

Internet Service Provider and Modem Configurations

I recommend that you have your ISP check the cabling going to the ISP modem, check signal levels going to the ISP modem. For DSL or Fiber service lines, ensure that the ISP is using good working phone or cable lines to the DSL modem and that the phone lines are filtered correctly. For cable Internet, RG-6 coaxial cable is needed, not RG-59. Check for t.v. line splitters and remove them as they can introduce noise on the line and lower the signal going to the ISP modem. I recommend having the ISP service physically check the lines going from the out side to the ISP modem. Connecting to the ISP modem could result in a false positive as the signal to the modem could be just enough to that point then adding on a router, could see problems. The router operation is dependent upon getting good data flow from the ISP modem and the modem is dependent upon getting good signal from the ISP Service.

If you have two devices, one streaming youtube and one gaming, you'll nee to input both devices so the router can help manage them correctly. Inputting only one will not let the router know that there is something else that needs to be managed by QoS.

I tried what u say I input my desktop's ip in the rules and set it to 1200kbps and the another rule for other devices .102-.199 for 900kbps.  but the traffic control seems unstable when I'm playing the game and the other devices streaming on youtube(flawless streaming). I  saw my latency reaching 140ms+ but it will go back to less than 100ms after 5 to 10 secs. do you think its normal?

With all other devices disconnected from the router, and with or with out the router connected to the ISP modem, ping the routers IP address and review the ping times, if they are fluctuating, then we have a problem I believe.

Ok no issues there. If the >time was fluctuating then there would be a FW issue. This maybe a configuration issue.

Was this test with or with out the router being connected to the ISP modem/Services?

Ok sounds like a configuration issue maybe or a device on the line...
I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. We find that phone contact has better immediate results over using email.
