- What Hardware version is your modem? Look at the sticker under modem.
- Link>What Firmware (http://forums.dlink.com/index.php?topic=47512.0) version is currently loaded?
- What region are you located?
Can you do a factor reset with the phone line disconnected and one wired LAN PC connected to the LAN ports to see if you can get the modems web page at all?
Check the power adapter out put voltages for correct signal. Look at the sticker on the adapter for voltage information.
If all else fails, I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. We find that phone contact has better immediate results over using email.
Let us know how it goes please.

Hardware version is : U1
software version: ME_1.11
and I'm from Algeria , and there's no such thing as regional D-link support in here, and no i cannot do a factory reset and there's no response from router at all, no ping nothing
sounds like something is wrong with the bootloader no?
is there anything i can do ?

I recommend that you contact the South Africa office and begin there and see what can be done. I presume that this unit needs to be RMAd and or replaced.
There maybe some help here as there is some info at the bottom of this linked page:

Not sure if it can help you or not.
