A very basic question on setting up access control

When you set-up "Schedule Time" under Tools and use this time to set up Access Control, is this the time you are allowing or blocking?

How do I allow access only during certain times of the day? Do I do this by blocking access during all other times?

I think you can adjust by blocking or allowing. I Think there is an option under Access Control to allow or block. If not, then just block during the other times you don't want access during those time frames.
