I have a question that hopeflly someone can answer.

If I set the ip, gateway, and DNS servers on each machine in the properties
section of the connection do I ALSO have to set the DHCP reservation on the router?

I have DNS relay unchecked, 2.02NA B1 unit.

no, If you're not using dhcp then you don't have to also reserve those IP's.  But I would recommend that you not overlap your statics with your dhcp pool.

DNS Reservation is to be used instead of assigning IP address to "physical" devices.

DNS Reservation would be recommended to be used if you wish to centrally manage the IP addresses assigned to the "LAN" connected devices on the route.  It is useful for managing the router remotely.
