I have 4x1.5TB Seagate's CC1H Firmware in RAID 5.

NAS to PC
I get 30MB/s

PC to NAS
I get 7-8MB/s

I have a D-Link DIR-655 router and Intel 82567LF-2 Gigabit NIC (The NIC doesn't support jumbo frames). The NAS is setup for 9K Jumbo frames.

I'm wondering what is slowing down my write speeds to the NAS.

Have you tried measuring the speeds connected directly to the PC using static IP address's locking the NIC and DNS-343 to GB?

I have a 4x1Tb Samsung HDD in Raid 5 (in ext3 - most stable) and the file transfert to the External HDD into the DNS-343 is 38 Gb/hour. Is it normal because my filesystem is on ext3? In my opinion, this is slow. Can I fix it or not? Thanks for your help.

i have upgrade my network from 100MB to 1GB
now copying speed increase

copying from nas to pc
up to 8MB/sec

copying pc to nas
up to 12MB/sec

Few factors that can affect the throughput:

The cache and supported command queue'ing of the HDD's will have an I/O impact.  What is the manufacturer and model of your HDD's?

Jumbo Frames works best when all of the devices being used support Jumbo Frame and gigabit.  Have you verified that you have the latest drivers and firmware (if applicable) for your PC network adapter?

Cabling (assuming they are self-made) may have an impact as well if they are rated to be less than CAT5e, not wired to standard on both ends (ex: 568A/568B for all connected cables), or exceed/fall-short of the approved lengths as excess error correction (collision) may be occuring.

Real-time scanning applications/services such as Anti-Virus, network services (bittorrent, streaming, etc.) also slow down transfer if they are enabled.

that sounds about right and is the best i ever get either. hilaireg makes several good observations which you should adhere to maximize performance as well.
