is there a way to limit the bandwidth to one of the users on the router ... like not to block them or deny website acess ... but just to say instead of thier puter sucking all the bandwidth it will say allocate like 100kbs to them ???

Enabling QoS may help. But you can't limit bandwidth without third party firmware. At least on my (rev. D1) router.
