Opening incoming NetBIOS ports - Please Help!

My DIR-655 is daisy-chained off of another router (with firewall), and my home network computers are split between the two. The computers on each router know the names of the others on the same router, but the NetBios-based name discovery is being blocked by the firewall of the DIR-655. How can I open up the NetBios ports on the DIR-655?  I basically want to open up 137-139, but there should be no application trigger, so I don't know whether this can be done in application rules. Alternatively, I'd be happy turning off the DIR-655's firewall completely if this can be done, but turning off just SPI doesn't seem to do it. (I've enabled the NetBios settings on the DIR-655 so that computers on that router find each other - this is an issue of getting the NetBios packets through from the other router.)
