Sending file to the DNS over the internet with FTP

I have my DNS-321 all set up for FTP.  I have the user set up with r/w access to a specific file.  My questions is the only option is to put in a URL address for the file he wants to FTP to his folder.  Therefore, does this mean he has to save the file to a web server for this FTP to work?  If not, how do you specifice a file name in his local machine to work as a URL address? :(

I suggest you point him to FileZilla: http://filezilla-project.org/

This is a full featured FTP client.
