Help Cant get FTP Directory behind a DIR-825

I have 2 DNS-321's behind a DIR-825.  The first has port 21 forwarded (Vertual Server) and works fine.  The 2nd one is using port 4021 is forwarded and connects but returns the following while using a Filezilla client;

Response:       331 User Mike OK. Password required
Command:        PASS ************
Response:       230 OK. Current restricted directory is /
Status: Connected
Status: Retrieving directory listing...
Command:        PWD
Response:       257 "/" is your current location
Command:        TYPE I
Response:       200 TYPE is now 8-bit binary
Command:        PASV
Response:       227 Entering Passive Mode (192,168,0,175,29,34)
Status: Server sent passive reply with unroutable address. Using server address instead.
Command:        LIST
Error:  Connection timed out
Error:  Failed to retrieve directory listing

I think It appears the DNS-321 is returning a unroutable address and needs to be set to return the external IP how can this be done.
