D-View CAM setup for live streaming

Hi.
I have 3 932L CAM for home surveillance.
I have 1 PC with bundle software D-View and I can see the 3 CAM.
But, starting server option for live streaming and setting in my router the port mapping ( Internal IP , all protocol, 5150 port), I can't connect to the D-VIEW server from my Android APP d-view cam. Not in iternal network, not over internet.
Connecting from a computer in internal network, I can see the D-CAM web server page.
Connecting from a computer over the internet, nothing appear. My internet IP is not dynamic.
Need help.
