The ISP is Bell DSL. It is a standalone ISP model. There is no built in router. I am using a direct wired connection for this particular PC. In terms of third party security software I am using BitDefender 2010 though I tried disabling it during testing to make sure it was not intefering. I'm thinking of setting the router back to Factory settings and trying to see if that resolves the issue.
