FTP wont open to the folder just the / (root)

Hi

1. Folder Created under Volume_1/FTP
2. FTP User account with only access to that folder
3. Port Forward 21 I have a static IP tested and works
4. When using the FTP client or testing from web it will not open the folder /volume_1/FTP why is that?

Before anyone asks I am only able to create FTP folders under volume_1
