trying to setup FTP server

'm trying to get the server setup correctly, but I still can't connect to the server from a computer outside of my network.

I've forwarded ports 20-21 to my local system, as well as ports 6100-6150.

I'm using FileZilla FTP Server......

I set the custom port range in filezilla to use 6100-6150, server is listening on port 21. I put my external IP address in the
"Use following IP address" option in the passive settings.

I set the client on the machine I'm using to test to use active mode, and when I try to connect, I'm not getting a response at all, just a timeout.

One thing I noticed is that I can't ping my external IP address from the network I'm using to test the FTP setup, would this be the cause to why the FTP connection isn't working?

When I try to ping I'm getting this in the log:

Blocked incoming ICMP packet (ICMP type 8) from 66.249.6.106 to 71.233.57.178
