DGS-3100-48 network latency

I'm having these latency issues with a cluster of 3 DGS-3100-48. And sometime the cluster will nott respond. I have tried taking out one of the switches with different combinations to see if i have a bad switch but the problem persists. Also tried switching the Master switch and config in as a ring instead of chain.

Any thoughts on the following would be greatly appreciated.
