Summertime accoring to EU standard

The European Union rules for daylight saving time is:

Start: Last Sunday in March
End: Last Sunday in October

The DIR-855 allows me to specify a week (1-6) but there's no such thing as the "last week". What happens if I specify 6th week when there's only 5? Will it be considered the last week  of the given month or will it spill over into the next?
