Nevermind, of course you were. To change your IP, you have a couple options, and it depends on your ISP. If you have a ISP that gives you a static IP (Verizon DSL?) then you need to call them. If not, then you can either change the MAC address on the router, or just unplug the modem for about 24-48 hr. This is because a Dynamic IP has a lease, or a expiration date. If you change the MAC address, the modem thinks your router is a new device and needs to give it a new IP. If you unplug the modem, it frees the lease on the IP, and hopefully someone else gets it within that time frame, so when you power the modem back up, it has to give you a new one.

Either way, they are messy work around. The best way is to get rid of the band to begin with. Or else your just passing the problem along to the next person. Not cool.

one sure fire way is to get a Proxy server, what a proxy server does is consistently changes your external IP address, it is used as a security measure for large business servers, that maintain such things as accounts and billing information, so expect a costly proxy server.  since you were IP banned i recommend not pursuing a work around cuz it will only aggravate whoever is IP banning you and with a simple traceroute they can find out your ISP, and report you to them, and if the charges are high enough you could loose internet service from you ISP entirely.
