Some user accounts don't get an IP address and some do

System is Windows XP SP3 with four user accounts. Using the DWA-125 adapter with a DIR-655 router. Two of the four user accounts have no issues at all with network or internet access.

If I switch to one of the other user accounts, the adapter fails to get a routeable  IP address and instead gets a 169.x address. If I switch back to a working user account everything works fine.

Any ideas why some users would have this issue and others would not?
