Limiting Applications to certain users?

So I've been looking around and and tried to figure this out for some time now.

Is there anyway I can limit what applications certain users can access? Because I'd like to use the built-in webserver for transferring files between friends, but I wouldnt want them to be able to use the P2P/Backup program/etc.

Is this possible?
