So did you phone contact D-Link support and ask them about this?
This router works every well for me and have enjoyed it immensely since buying it. Been a great gaming router too.
Have you set up reserved IP addresses on the router for ALL devices? This avoids any DHCP renewal processed and ensures each devices gets it own address when connected. Works well for me and others.
If your having wifi problems and your in a apt complex with many other 2.4Ghz WiFi in the area, then your probably getting into a WiFi congestion condition that most any router on 2.4Ghz will have.

Managing Signal Congestion You may need to upgrade to a 5Ghz router or add on a 5Ghz AP to the 645 to help you get away from the 2.4Ghz congestion. Granted some devices can't be upgraded like some cell phones and pads, however PCs and Laptops can be.
17 year old WOL and probably for most SOHO routers, not used that much any more. These are generally home routers and generally most home users are not using WOL or concerned about it. There is only a few niche users out there that seem to be in need of this 17 year old technology.
I presume that if you need the use of WOL, then you need to do more research and find the proper supporting router that does. It's up to users to do there home work and ask questions before buying. There are different models and with different features. Same thing goes for anything else, like cars, you don't blame the car mfr cuz you didn't get a feature you needed after you bought the car right?
It seems that you need to get your other problems with the router resolved first before doing anything else.
