Have you tried extracting all the files from the zip before running Setuptool.exe?

In my opinion D-Viewcam is fatally flawed ancient software that is best not installed for the UAC security issue alone. Fortunately there are alternatives http://forums.dlink.com/index.php?topic=42675.0

The D-View Cam 3.5 software on the web site is corrupt.  It shows corrupt files when the zip file is uncompressed.

After much testing and considerable use I've found Blue Iris to be the most competent IP Camera software for Windows, along with its companion Android app. It does cost a few dollars but it is well maintained and has most of the features that are likely needed and has a reasonably logical and pleasing interface that is not too hard to configure. It does gobble up a considerable amount of CPU and memory resources, but I've had very few crashes so it is quite reliable.

For a stand alone Android app I recommend IP Cam Viewer.
Both Blue Iris and IP Cam Viewer had no problem recognising and accessing the 7 different D Link camera models I am using, as opposed to Milestone for all its time consuming search could not find even one of them, what's more when I tried it no L series D Link cameras were listed in it's supported camera database.

I have no IOS experience to recommend any app.
