Cannot get Access Control to work

Hi,
I just bought a DIR-615 C1 V3.01 and I just want to prevent a single PC from accessing internet; but I still want it to have access to the LAN.  I go through the "Advanced" / "Access Control"  Wizard and fill all the information but, at the end, the PC in question can still access internet.

I can see the policy table that contains my information but yet, nothing works.  Can anyone tell me what I forgot to do ?  Or is it one of those features that isn't supposed to work ?

This new router is to replace a Linksys that is supposed to support that possibility but noone seems to be able to get it to work either.   And the manufacturers pretend they don't have a problem !!

Is that PC's IP address assigned by the router or is the IP address stored in the Windows Network settings?

I have tried various combinations.  Fixed address (defined in Windows, DHCP disabled on router), DHCP on in router (Obtain address in Windows), I tried using the MAC Address instead of the IP address. I can see the resulting list of policies but ...  no effect.

The H/W is C1 and F/W is 3.01.

Additional info: I use MAC filtering and, when in DHCP mode, I also use the "IP to MAC" assignment table as I always want the same IP addresses to the same PC's for obvious reasons (to me anyway).   

I must say that I have re-boxed the device in view of getting a refund. I still have 4-5 days until I pass the limit date for refund. I am open to trying a different model but my hopes are very low since it seems that both D-Link and Linksys can't do the job.

I spent all my working career in mainframe H/W and S/W and I am amazed that such a "simple" concept seems to be so hard to implement.

D-Link tech support suggested I upgrade the firmware to 3.1 (I had read 3.01 as 3.1 ... dyslexic)

I did and all is working as I want
