Dir-655 Ether PC Win 10 can't see Internet. Wireless Works Fine

I have a DIR-655 connected to my Fiber Portal
Wireless works fine - 9 connected devices work flawlessly.
Either connections that work are
1)a personal cloud server
2) a Printer
3) Vonage device.
Now it's clear the Vonage device gets out, and any ether device plugged into it gets out.
Yet a Windows 10 PC that can connect wirelessly and access the Internet, cannot see the Internet when plugged in.
It doesn't matter which ether port it's connected to.

What settings needs adjustment to address this? Is this a router issue or a Windows 10 issue?
