Cannot connect to local host from my iphone (3g). Connection blocked ?

Hi,

I have setup an IP camera to a static IP on my dir-655.
I also did a port forward to port 80.

When I'm outside my home, I can connect to my ip cam by typing my IP address on the web-browser.

However, when I try using the 3g connection on my iphone, I get an error message after about a min saying that it cannot connect. 
I think the router is blocking any incoming connection from iphones connected via 3g.
Is that possible ? If so, How can I fix this ?  ???
