Set a Static IP address on the PC for 192.168.0.49 or use the last known IP address the PC had from the router. Then connect the PCs network LAN cable directly to the DNS.

Something you didn't mention but might help us help you.  What are the model numbers (and versions) of all your routers (Belkin , TP-Link, Totolink)?
