3 things got it working for me:
1. Enabling "SMB 1.0/CIFS File Sharing Support" as described in your link
2. Discover the IP address of the router isn't what I expected, I went to http://dlinkrouter.local./Network.html and the IP address listed was 192.168.100.1!
3. Typed "\\192.168.100.1" into a windows explorer address bar. Is there any way we can get the manual to be revised to mention that to access the samba share it's suggested to use the routers IP address in that format? For us noobs that don't know what address we're supposed to use to access it.

Other details
1. When I go to http://dlinkrouter.local./info/Login.html it lists these details:
- Model Name: DIR-882
- Hardware Version: A1
- Firmware Version: 1.04
2. I'm in the Seattle, WA area
3. I connected with a wired connection machine that was not joined to a domain. (I tried a domain joined machine and couldn't get it to work even when the user name was ".\admin")
4. When I click "USB Device" on http://dlinkrouter.local./Home.html it correctly read the USB drive. 1.86 GBs of total space. Almost all of the USBs space is available. When I enabled FTP I wasn't able to access using ftp://192.168.0.1 in windows explorer, but I was able to in a web browser. From that FTP session I was also able to verify that I could read a text file stored on the USB through the router. Which is a bit weird now that I know it is the wrong IP address.
5. I no longer have any Windows 7 machines.
