Ftp Bandwidth throttling request for next firmware

Is it possible to add the feature of bandwidth throttling at certain times of the day? For example, I would like to allow full bandwidth between 12 midnight and 9 am, throttle down to 20kbs between 9:30 and noon, full between 12 noon and 9pm and 8kb 9pm to midnight.
