Can't Dial out from phone

Hi guys,
I installed this D-Link adapter and connected a corded phone to it, but the problem is that I can't dial out from the phone. I have not hooked it up with land line, so its in VoIP mode. When I pickup the phone, I can hear the tone. I dial a # say 1-416-555-5555*, I just hear it beep three times & it gets back to the tone sound.
I have tried it on different PCs running Vista & XP OS. I have also tried different phone sets (both corded), but still the same problem.
Please help.

You need to dial ##001416-555-5555*.  See if that works.
