Not recognizing HDDs in specific, strange way

So I bought a used 323 off ebay, and its not recognizing my HDDs in a strange way. I want to know whether the HDD or NAS is defective.

I have HDD 1 and HDD 2, both 4TB Seagate NAS drives. Whether I put them in 1, 2, or 2, 1, the right HDD light is always amber, but going into the software it always recognizes HDD 1 (and not HDD 2), and correctly identifies which bay it is in. The other strange thing is that the software only recognizes it as a 2199GB drive instead of the 4TB drive that it is.

 So, is HDD 2 broken, or the NAS?

You could put one of the drives in a PC and see if its recognized there first.
Try a smaller sized drive first to see if the DNS sees it.
Check with the support site on wheather 4Tb drive sizes and models are supported on the DNS. It maybe not supported:

Pretty to my knowledge...Ya I don't see any drive sizes over 2Tb so I presume that 4Tb may not work.

Try a smaller drive...

Depending on firmware level you might have a problem with those disks (remember the unit could be up to 10 years old). I have a memory of someone getting a pair of 3TB drives to work.

The other problem that you might have is the LED drive indicator remaining amber no matter which drive is in the slot.  This could indicate a faulty unit or it could be the disk mounting socket is damaged or has an obstruction (lint, fluff, etc.) causing it to not make good contact.  Also, depending on age, it is possible for the CMOS battery to be at the end of its useful life and that can produce very strange symptoms in the unit.
