Are you remembering to disable/enable your NIC or do a ipconfig/release then ipconfig/renew after your changes?

Ports will stay in the state they were in unless you do that.

I would delete all the ports I have set to forwarding, reboot the router. Reboot my PC.

Then reforward the ports I listed, then reboot router and your PC once more.

And your testing if the ports are open while AIM is running abd while your attempting to transfer a file right?

Just having AIM open is not enough, have it do a file transer and then check the ports while the transfer is happening. Other wise, yes the ports will remain closed. Since no active application on your PC is running.
