I need to construct a wired network so 40 users can access the Internet BUT prevent each user from viewing files of others on network.  Initial thought is to use VLANs or ACLs for user isolation.  Believe this many ACLs will slow down traffic. But which switches and router will support this many VLANs?  I'd like to use 24 port switches and minimize cost. Do any Dlink level 3 switches have Private VLAN Edge (PVE), a.k.a. Protected ports? Cisco SB managed switches have it but somewhat pricey.
