DIR-655 Possible Incompatibility w/ Cisco SPA2102?

I've looked all over the internet and it appears my problem is very unique.

My setup is as follows:
Internet from ISP is connected to the Cisco SPA2102 Voip Adapter/router(provided by my ISP).
Cable is then connected from the Cisco SPA2102 to the DIR 655 router.

Internet-->VoIP-->Router

Basically what happens is every hour on the dot, the router detects the wan cable being disconnected for 5 seconds before being reconnected again. This all happens very systematically.
I have tried connecting the VoIP adapter behind the router, but then the phone isn't very dependable, and doesn't work quiet right.
With a direct internet connection to the DIR655 there are no hiccups, but with the Voip in front there are. We even have a simple wireless g router that when connected behind the SPA2102 works fine with no hiccups. Why does the DIR655 have problems then?
