Can we edit Website Filtering Message?

Want to be able to edit the message dlink puts out when a user hits a blocked webpage.
I don't want it to be obvious that it was blocked by the router.

No, that is not possible. You can block sites through OpenDNS but even those pages will be clearly recognized as 'blocked'.
