upload configuration fails with "no free udp port"

Does anyone have any clues as to why our DLink DGS-31000-48 won't allow uploading a configuration via TFTP.

When running the following command "upload configuration 192.168.5.50 config" it logs:
05-Oct-2000 03:39:33 %TFTP-C-OPEN: No free UDP port
05-Oct-2000 03:39:33 %COPY-W-TRAP: The copy operation has failed

We have multiple of these switch's and all but one are working correctly.

Ideas ?
