I was having difficulty with my DIR-825 and Zoom ADSL X4 modem.  The Zoom modem was set to full bridge per instructions on the Zoom web site:
 http://zoom.custhelp.com/cgi-bin/zoom.cfg/php/enduser/std_adp.php?p_faqid=926&p_created=1190728436&p_sid=_bHXJfik&p_accessibility=0&p_redirect=&p_srch=1&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9MTA1LDEwNSZwX3Byb2RzPTAmcF9jYXRzPTAmcF9wdj0mcF9jdj0mcF9zZWFyY2hfdHlwZT1hbnN3ZXJzLnNlYXJjaF9ubCZwX3BhZ2U9MSZwX3NlYXJjaF90ZXh0PWhhbGYgYnJpZGdlIG1vZGU!&p_li=&p_topview=1
The router was set to do PPPOE login.
Some legacy ADSL and cable modems will only operate at 10 mbs and do not adjust to "Auto" setting.
The DIR-825 Hardware version B1 Firmware Version 2.05NA is set to a default WAN speed of "AUTO".  When I changed the WAN Port speed manually to 10mbs everything worked.  This may seem slow but I believe the connection speed is usually limited by the upstream technology.  Hope this post saves someone headaches!
