Bittorrent stops seeding when DL complete; won't keep seeding?

I can DL torrents just fine, and when I'm DL'ing I am also UL'ing.
However, once a torrent completes, that torrent no longer continues to upload.  Even though the info for that torrent indicates it is seeding, it is NOT uploading anything.  This is even with peers indicating > 0 (i.e. 5 peers)

My settings are to Seed until removed and I am running 1.06.  I have verified with a port checker that port 6881 is open.

Any ideas?
