Located near Toronto with Teksavvy Cable Internet.
Two consoles. One says Open Nat, the other Moderate. I tested this from the Xbox networks settings, and the second console is reporting Moderate NAT. So it is not just for Black Ops.

I going to go back to square one. Something must have reset/reverted itself somewhere along the way. Once I have a chance to do so, I will report back.
For future reference while I have it already typed...
I have a Motorola SB6120 Cable Modem in Bridge Mode. I have a DLink DGL-4500 Router. There are many wireless connections (3 computers, 3 blackberries, an iPhone and iPad, Blu-Ray Player, Printer...) to the router, including the 2 Xbox consoles which connect wirelessly with static IP Addresses assigned.
I know I solved this at some point in time. I am having trouble recalling if it was before or after my move to Cable internet. I'm not sure how I could solve it for DSL and not figure it out for Cable though. Seems odd.
