Yes, correct, I reboot each time on creating a new schedule.  The router automatically asks for that, and I always hit "reboot now".

I would the following with either IE or FF:
1. Factory reset the router.
2. Don't load any saved configurations from file and set up the router from scratch.
3. Configured 1 scheduling rule for a test time frame, something with in a few minutes of you testing this to see if you can get scheduling configured and working to turn off the WiFi during this time frame.
4. Apply the rule to the WiFi Always drop down menu.
5. Save settings and reboot now.

Test the results.

If this fails you might want to upgrade FW:

I did a factory reset earlier this week, but I'll do one again now too. 

I looked at the release notes for the firmware a couple days ago, but there is no mention of anything to do with the schedule.  You think it's still worth updating even if the release notes don't indicate anything's changed?

Kind of up to you. I didn't see anything either however sometimes they do somethings to FW releases and sometimes don't include all the details.

Lets try the factory reset first and go from there...

I did a factory re-set and re-tested schedules, they still didn't work. 

I loaded latest fw (1.37), re-tested schedules, they still don't work.

I recommend that you phone contact your regional D-Link support office and inquire about this. Seem like something is going on thats not working right or configured right on the router for this feature.

I go to dlink.com, select "support", enter my model number.  Three options -chat, phone, and email.  Only chat is available, even though this is a weekday during business hours.  Clicking on "call" is just a dead link, it does nothing.  I clicked on "chat", and that opens another window with the dlink "virtual agent".  I enter my question, and it offers canned solutions which don't fit what I need.  When I click "no, this did not solve my problem" it just closes and never offers the opportunity to initiate a chat session. 

I hate to do it, but working with dlink support is just so painful and fruitless at this point, it's easier to just buy a new router.  From a different company of course.  Maybe they won't be any better, but I don't see how they can be any less helpful.

I typed in "phone" and selected Go. Selected No, Contact Support, next screen gets 3 options to contact support. Select Call Support and it displays 3 phone options to call support.

Thanks for posting the phone number.  I called today, explained the problem, and got "escalated" to 2nd tier support.  That person told me that turning off wireless on a schedule was not a supported feature.  However, after that call, I looked for the official DLink datasheet for the 655, which says "Includes wireless LAN scheduling, which can shut down your wireless network when not in use for further power savings"

So the datasheet says you can schedule the wireless to shut down. 

I'll call support again tomorrow with this information, however, if 2nd tier support didn't know this was a feature, I'm getting less hopeful that I'll be able to talk to someone who actually might know what's going on.

I believe this is now resolved.  It's been working as expected over the weekend.  It's a short time, but I expect it will continue. 

The solution was to enable tools -> time -> Enable NTP Server. 

What I noticed was that the router was turning it's self on and off, but not at the scheduled times.  That made me go check the router's clock, which was not set as I had re-set to factory state (also remember to re-set your security settings if you do that).  That worked for a day, but I the same problem re-occured.  What I'd done was to "copy your computer's time settings".  But the DIR-655 got out of sync, not by a little but off by hours within one day.  So the clock in the router has something wrong with it.  By enabling it to pull the time off the internet, that keeps it accurate and everyone is happy!
